Parmentier Arthur is delighted to announce the appointment of Steve Thomas as a Director, bringing over 35 years of valuation experience and leadership within HM Revenue & Customs (“HMRC”) to the firm.
Steve joins Parmentier Arthur following his retirement from HMRC’s Shares and Assets Valuation (“SAV”) division in September 2025, where he held the role of Assistant Director leading the Litigation Team. During his distinguished 40-year career, Steve played a pivotal role in shaping HMRC’s approach to valuation across a wide range of asset classes — from private company shares to intellectual property and intangible assets.
After beginning his career in the Inland Revenue in 1985, Steve spent seven years as an Inspector of Taxes before joining SAV in 1992. Over the decades, he has worked in several specialist areas within the office, including the Intellectual Property and Special Cases Team, and was instrumental in developing HMRC’s policy and practice in complex valuation matters. As Assistant Director, he advised and oversaw some of the department’s most experienced valuers, led HMRC’s position in several contentious policy areas, and acted as an expert witness across different valuation disciplines.
Steve was among the first SAV valuers to become a full Member of the Royal Institution of Chartered Surveyors (“RICS”), completing RICS’ Assessment of Professional Competence in the Valuation of Businesses and Intangible Assets. His expertise has also been recognised internationally — advising regulatory organisations and overseas administrations and speaking regularly at valuation conferences and seminars.
